I know 2 of 3 today too. YAY. Effulgent to me sounds more like the opposite of the meaning. I'd probably remember it more if it meant grimy, awful, coated in muck. Ebullient is also very close to the French word for boiling, and indeed bubbly is one of it's definitions.
